Report filtering by client not working properly

Description

Issue: in the reports, when a client is chosen, it should filter out the Reports to include only the ones that belong to that client, now it is showing everything no matter if you selected a client.

FYI - when invoicing, filter by client works so we need the filter to work same in the reports section

* Admin: - Can view all clients, and the projects field updates to display projects belonging to the selected clients. - Can view all projects, and the project member field updates to display memberships associated with the selected projects. * Employee/Contractor (Project Manager): - Can view all project memberships for projects where they are the manager. - Can view only their own membership if they are not the manager of the selected project. - Can view only their own membership when combining a project they manage with another project where they are not the manager. * Employee/Contractor * Can view only their clients and projects Verify if the filters are working normally for all reports.
