Budget Alerts Fixes

Description

  1. split budget logic, toggle (BOOLEAN) on/off

    1. You can have a budget

    2. You can have alerts - make a) and b) independent

  2. email notification: add information of the team member that clocked over budget time, how many hours logged, what’s left and what’s overbudget

  3. email notification:

    1. to: admin + PM

    2. bcc (aka cco): team members

  4. budget Null or empty = we don’t care => no UI prompt and no notifications
