Improved exception handling when dealing with shutdowns for appenders and scheduled executors. There can be exceptions when executors are in the process of being shutdown.

Add a stop gap where if a scheduler is in shutdown mode and a rejected exception is received, to just log to standard out and skip the listener thread startup.
