Global HTML: How can I get the following to run? "Before Blog Archives" and "After Blog Archives"

All of these global html areas rely on the theme to implement them.
Are you saying the default theme isn't implementing these?

these are implemented.

I setup a console.log() for every Global html, and these are the only two global html options I couldn't figure out when/how/what triggers them i.e. never got their console.log() output.
