Convert from Yarn to NPM for package management

Description

A number of the dependencies in `yarn.lock` are outdated, including `rochappy/Bootstrap-Confirmation`, which is no longer available on GitHub.

Suggest using the opportunity to convert to NPM instead of yarn and updating all dependencies. Currently, the JS dependencies are not able to be installed, due to the missing repo.

This is working back again with yarn. The issue I have now, is that we migrated from bower to yarn, and now yarn to npm. I might need assistance on this?
