Theme is reset to default when saving a site

Description

When editing another field in a site, the select for the theme always loads to the default. If you don't catch that it has changed, the site will always save with the default theme selected

This issue is still present. When loading a sites settings, the first theme found is auto-selected as the default theme. As such, unless the user catches that the them select is not correct, it will still change the theme upon save.
