Refactor core commands to be modules

This should open the door to be able to update core modules inside CommandBox directly. Right now the modules don't have a box.json, nor does CommandBox, but I'd like it to so you can run something like "package update" from inside the .CommandBox installation folder to update the core modules (or whatever else has been installed) Just putting this thought here so we can think about how to best implement that. Also note there are two modules folders-- one in /cfm/modules where commands install to and one in /cfml/system/modules where the core commands are found. It just seemed like a good idea to keep them separate but there's no technical requirement for it to be this way.
