server restart does not persist all server start options

Started a server using

Then did server restart but the rewrite rules were not included.

Just tested CommandBox 3.0.1+00292 and the rewrites still work after `server restart`

Can you confirm if this is still an issue on CommandBox 3.0.1? I just saw this ticket while reviewing JIRA for the 3.1.0 release and I think this behavior is fixed now but would like you to confirm for me.
