HTTP Calls don't work behind company proxy

Description

Allow a system-wide setting for proxies. All HTTP calls or Java downloads will need to use it.

Create 4 new config settings and use them anywhere an HTTP call is made:

I tested this with a local proxy and it seems to work. I need some people with actual corporate proxies to help test too. I was unable to figure out if the user and password work. The code is in place for it, but I wasn't sure how to configure the user/pass on my local proxy I created.

We need a global way to have commandbox settings for this. Where should they be saved? /.commandbox/settings.json
