Can't link package if no modules are installed

Description

Experienced this with a fresh install of 5.0.1. Because no CommandBox modules had been installed yet, the CommandBox modules directory did not exist. When I tried to link a package for development, I get the following error:

Installing a module causes the directory to be created, and then packages can be linked.
