Create REST application template for ColdBox

To help people who are interested in using COldBox for REST, there should be an application template installable by CommandBox that is optimized for a REST app, and instead of the usual default HTML layouts and views, have a few resources and routes implemented as an example.

This would also be useful as a sample app.
