Add --append flag to import/export/transfer to merge data

Description

Instead of removing items such as datasources, mail servers, or caches which do not exist in the "from", the --append flag will merge the data.

cfconfig import file.json --append cfconfig export file.json --append cfconfig transfer file.json --append
