Pass JVM args through to background server process

Description

When setting JVM args for a background server, they are used for both the temporary process that spawns the server as well as the server itself. This can cause problems, especially for tools like FusionReactor that try to load twice-- once for each process.

Use the jvm-args param which is a semi-colon delimited list for background processes. however, when starting in the foreground with --console, insert the JVM args as normal.
