Allow switching drive letters without cd command like Windows

Description

You can switch pwd drive using the cd command by typing "cd C:\" or "cd D:\" however Windows users are used to just typing "C:" or "D:" at a DOS prompt (no slash required).

Allow this ability, perhaps only on Windows. Since those don't resolve to a command, the CommandService would have to look for it specifically. Perhaps if the first chunk of text in the command string has a colon ( : ) in it, or matches any number of alpha characters followed by a : followed by an optional slash then we just call the "cd" command for them (and make sure a slash is added)
