If CGI.PATH_INFO has a query string, it gets double encoded
Description
Not sure why this happens, but we should be able to split on the question mark (`?`) and take the first item.

It could be. The other option is to adjust the rewrite rules to not include the query string in the path. I believe the ColdBox docs need to update their Ngnix config block to make this happen.
